Abstract
China’s expanding petroleum and chemical sectors have increased the volume of chemical dangerous goods moved by road, raising safety risks. This qualitative thesis asks how to reduce those risks and prevent accidents, taking the 2020 Wenling LPG tanker explosions as a motivating case. It investigates accident causes across organizational, human, vehicle, and environmental dimensions using risk assessment and supporting theories, and maps existing Chinese measures including the 2018 Regulations Concerning Road Transportation of Dangerous Goods and associated safety specifications for commercial vehicles. A stakeholder analysis, the Theory of Planned Behavior, and a Haddon Matrix are used to structure where and how interventions can act before, during, and after an incident. The study compiles legislative measures and considers additional preventive actions beyond regulation, with particular attention to driver training, working conditions, and safety awareness among primary actors in the transport chain. Based on the provided text, the thesis primarily identifies contributing factors and potential control measures; detailed empirical results are not presented in the excerpt.
