Abstract
This study examines the discursive role of different public administration paradigms in the employment effort of two Danish municipalities and relates it to the state's steering discourse surrounding the employment sector. The study uses a governmentality lens to understand the role of discourse and context in public administration steering. By interviewing the leadership personnel of the municipal employment effort, the study obtains its empirical data, which is analyzed through discourse analysis. This is then put in relation to the ruling discourse communicated by the Danish Government, the Ministry of Employment and the Danish Agency for Labour Market and Recruitment in official documents. By relating the discourses, it is possible to uncover the development of the intentions of steering in relation to the upcoming employment reform set by the Danish Government to be implemented by 2026. In the study’s analysis of the microlevel, the respondents express a need to change the current resultorientated steering based on bureaucracy and New Public Management. This corresponds to the findings from the analysis of the ruling discourse of the macrolevel. The respondents also express the need for normative values in the employment effort, in relation to the well-being of the citizens and their freedoms within the system. There will be an argument for the inclusion of these normative values being related to the public administration paradigms New Public Governance and Neo-Weberian State. The ruling discourse identified while analyzing the macrolevel of the employment sector was found to be generally vague. Therefore it has been easier to find that the municipalities resonate with the ruling discourse of the state. A finding in the study is that there is some connection between the rationale of the respondents and their context. The respondents from Aabenraa municipality are more influenced by market steering and less by governance steering than their counterparts in Esbjerg municipality. This corresponds to the path the municipalities have chosen in effecting change in their current efforts.
