Abstract
This study explores how nature-based solutions (NBS)—measures that work with natural processes—can protect coasts and support both climate adaptation and mitigation. The research combines a literature review with two comparative case studies of Danish projects that have implemented NBS. The review also maps the legislative and governance arrangements among the different actors involved in planning coastal protection. Using a multi-level governance lens (how local, regional, and national decisions interact) and Strategic Niche Management theory (how new approaches gain a foothold), the study identifies both the potential of NBS and the barriers to their wider use. The analysis shows that solid governance and policy frameworks are essential to promote NBS over conventional coastal protection technologies. Finally, the study recommends adopting a new nature-based way of thinking to support a holistic and sustainable transition.
Dette studie undersøger, hvordan naturbaserede løsninger (NBS) – tiltag der arbejder med naturens egne processer – kan beskytte kyster og bidrage til både klimatilpasning og klimabegrænsning. Undersøgelsen bygger på et litteraturreview og to komparative casestudier af danske projekter, der har implementeret NBS. Reviewet giver desuden et overblik over de lovgivningsmæssige og styringsmæssige rammer mellem forskellige aktører i planlægningen af kystbeskyttelse. Med et blik for styring på flere niveauer (hvordan lokale, regionale og nationale beslutninger spiller sammen) og teorien om Strategic Niche Management (strategisk nicheforvaltning, der ser på, hvordan nye løsninger kan få fodfæste) identificerer studiet både potentialer og barrierer for udbredelsen af NBS. Analysen viser, at stærke styrings- og politikrammer er afgørende for at fremme NBS frem for konventionelle kystbeskyttelsesteknologier. Afslutningsvis anbefales en ny naturbaseret tænkning for at understøtte en holistisk og bæredygtig omstilling.
