Abstract

This document focuses on post-conflict election. It examines the role of the international community in promoting an electoral process that serves the purposes of national renewal and peace rather then continuous conflict. It studies the difficult and yet necessary strategies needed for a successful electoral process. These strategies range from peace-building efforts in the form of monitoring of the peace agreement, disarmament, demobilization and reintegration of ex-combatants and the strengthening of civil society organizations to more democracy driven strategies which includes constitutional/legal reform; capacity building of political parties; capacity building of electoral management body (EMB); voter registration; civic and voter education campaigns; electoral dispute mechanisms; logistics and infrastructure; integration of new technologies; and media and elections. It calls for more participatory policies as a way forward to improve democracy and for a re-thinking of the two-year period as the time needed to prepare for post-conflict elections. The involvement and resources allocated by the international community are critical factors for success or failure of the process.
