Dette projekt undersøger udvikling og arealanvendelse i havneområder med fokus på fysisk og rumlig planlægning—altså hvordan arealer indrettes og reguleres. Formålet er at vurdere, om planlægningsrammer på nationalt, regionalt, kommunalt og lokalt niveau er til stede og koordineret, så de effektivt og bæredygtigt kan understøtte og beskytte havnenes fremtidige udvikling. For at gøre dette konkret ser studiet på Danmark med særlig opmærksomhed på Aalborg Havn som et konkret eksempel på, hvordan plansystemet fungerer på tværs af forvaltningsniveauer. Projektet undersøger også, hvordan forholdet mellem by og havn har ændret sig over tid, både i det fysiske miljø og i planlægningspraksis. Det samler og diskuterer teorier om havnebranchen og havneplanlægning med særligt fokus på den nationale planlov samt politikker, rapporter og planer om havneudvikling på forskellige styringsniveauer. På den baggrund udvikles et analytisk rammeværk til at analysere det danske plansystem set fra et havneplanlægningsperspektiv og til at reflektere over den relevante teori.

This project examines how land in port areas is developed and used, with a focus on physical and spatial planning—that is, how space is organized and regulated. The aim is to assess whether planning frameworks at national, regional, municipal, and local levels are in place and coordinated well enough to efficiently and sustainably support and protect the future development of ports. To make this concrete, the study looks at Denmark, with particular attention to the Port of Aalborg as an example of how the planning system operates across levels of government. The research also reviews how the relationship between city and port has changed over time, both in the built environment and in planning practice. It brings together and discusses theories on the port industry and port planning, with special attention to the national planning act and to policies, reports, and plans on port development at different governance levels. Based on this, it develops an analytical framework to examine the Danish planning system from a port-planning perspective and to reflect on the relevant theories.
