Abstract
This thesis examines why Poland’s trade union movement is highly fragmented and what might improve coordination. Using a historical institutionalist lens, complemented by pluralist industrial relations, it analyzes how the origins of the two main confederations and an early choice for a structure with many independent unions, combined with mutual hostility, created self-reinforcing effects that have entrenched division over time. The study situates these dynamics within a broader context of very low and declining union density, decentralized and uneven bargaining coverage, low levels of industrial conflict, and pronounced regional and sectoral differences, and reviews key arenas such as the Tripartite Commission, regional tripartite bodies, works councils, and recent disputes. On this basis, it concludes that the pattern is difficult to reverse but not immutable, and it offers two recommendations: invest in research, education and information to rebuild capacity and trust, and pursue sustained cooperation within the Tripartite Commission and works councils to strengthen a more consistent social dialogue.
