Abstract

This thesis examines the role of congestion and how to increase mobility by applying the four-step principle as a transport planning tool, using Vejen Municipality in Denmark as a case study. The research question asks under what circumstances the four-step principle can be used to prioritize planning and realize the potential of its four steps. To explore this, the authors developed four future transport scenarios for Vejen, each aligned with one step of the principle: influencing behavior, making more efficient use of the system (e.g., ITS/MaaS), improving existing infrastructure, and building new infrastructure. The planning paradigm was identified through analyses of municipal and regional plans, while users’ perspectives were explored using social practice theory. The empirical basis comprises a survey with 287 respondents, two expert interviews, and two focus group interviews. The study concludes that many proposed initiatives are applicable in Denmark, but highlights challenges regarding which level of government should lead their development and the conditions required to operationalize the four-step principle.
