Abstract
Climate change is reshaping the conditions for urban planning. In France, inter‑municipal authorities (EPCIs) have developed territorial climate‑air‑energy plans (PCAET) to cut emissions and adapt to impacts. This thesis examines which organizational strategies planning institutions can deploy through a cross‑case analysis of both pioneering and lagging territories. A multiple case‑study design uses actor‑network theory to map relationships among actors, drawing on document analysis of local climate plans and semi‑structured interviews with climate planners. Findings indicate that most large EPCIs have advanced governance structures that seek to include public and private stakeholders and citizens, while smaller EPCIs show more varied mobilization and emerging roles as responsibilities grow. The analysis identifies shared strengths, weaknesses, opportunities, and threats across cases, confirming parts of the literature and adding context‑specific insights for France. It highlights three urgent areas for improvement: strengthening co‑creation with professional actors and civil society; maintaining and expanding networks after plan adoption (including bolstering the roles of climate planners and elected officials); and finding ways to overcome financial and staffing constraints that hamper plan development and implementation.
