Abstract
This thesis examines the role of multi-stakeholder partnerships (MSPs) in realizing the Sustainable Development Goals, focusing on poverty eradication and sustainable development as guiding norms. Using a constructivist lens and theories of norm and policy entrepreneurs, norm dynamics, and transnationalism, it analyzes why MSPs emerged within the UN, how they were promoted from the WSSD Type II outcomes through the MDGs to the SDGs, and what functions they perform as tools for implementation. The study synthesizes core concepts and historical developments and considers the United Nations Fund for International Partnerships (UNFIP) as an illustrative case. The analysis argues that MSPs arose as part of a transnational governance space in which non-state actors complement states in addressing globalization challenges. It also finds that, despite conceptual ambiguities and design shortcomings, MSPs can shape global governance and contribute to SDG delivery, particularly where partners’ strategic interests intersect, as seen in UNFIP-supported initiatives.
