Abstract
This literature review examines how smartphone-based mobility data, aggregated and released by technology companies, were used to assess the effects of non-pharmaceutical interventions (NPIs) during COVID-19. Using a grounded theory approach, the author conducted a systematic search across Scopus, ACM, and Web of Science and analyzed 19 studies with three-phase coding and constant comparison. The review maps data sources and mobility metrics, shows how changes in movement were linked to NPIs and infection trends, and describes the geographic scales at which analyses were performed. It also synthesizes recurring themes about data quality, privacy, transparency, and the lack of standardized methods, noting that findings are sometimes inconsistent across studies. Overall, the review finds that mobility data can generate useful insights for understanding and managing person-to-person transmission at multiple scales, but ethical and methodological limitations and conflicting results constrain reliability and generalizability.
