Abstract

Dette speciale undersøger, hvordan viden om brugen af cost-benefit-analyse (CBA) i cykelinfrastrukturprojekter i Danmark og Nederlandene kan bruges i beslutningsprocesser om cykelsuperstier i Frankrig. CBA sammenligner forventede omkostninger og gevinster for at støtte valg mellem projekter. Cykelsuperstier forstås her som sammenhængende, højkapacitets og sikre cykelruter til daglig pendling. Efter en gennemgang af mobilitetsudfordringer og -politikker i Frankrig præsenterer specialet to casestudier i storbyområderne Toulouse og Lyon. Formålet er at indsamle synspunkter om implementeringen af denne infrastruktur og analysere, hvordan man kan overbevise og mobilisere de mange interessenter. Projektet bygger på akademisk litteratur om CBA og rationel argumentation samt empiriske data om de positive effekter af cykelsuperstier, og det undersøger, hvordan disse argumenter spiller sammen med politiske processer i en hurtigt forandrende kontekst.

This thesis examines how knowledge about the use of cost–benefit analysis (CBA) in cycling infrastructure projects in Denmark and the Netherlands can inform decision-making for cycle superhighways in France. CBA compares expected costs and benefits to support choices between projects. Cycle superhighways are understood here as continuous, high-quality and safe cycling routes for daily commuting. After outlining mobility challenges and policies in France, the study presents two case studies in the metropolitan areas of Toulouse and Lyon. It gathers views on how to implement this infrastructure and analyzes ways to convince and mobilize the many stakeholders involved. The project draws on academic literature on CBA and rational argumentation, as well as empirical evidence on the positive effects of cycle superhighways, and explores how these arguments interact with political processes in a rapidly changing context.
