Abstract
Denne kandidatafhandling undersøger, hvilke forhold der påvirker lokal accept af vindkraft, og hvordan modeller for medejerskab kan opbygge og fastholde denne accept i Danmark. Den teoretiske del viser, at accepten påvirkes af mange faktorer, som virker sammen på tre indbyrdes forbundne niveauer. Indsigterne samles i en begrebsmodel, hvor ejerskab fremstår som en central faktor. En analyse af den eksisterende ejerstruktur for vindkraft i Danmark identificerer fem grundlæggende ejerskabsformer. Ved at opstille kontekstafhængige kriterier for nye former for medejerskab kombineres disse til fire modeller. To af modellerne findes allerede i Danmark og undersøges i casestudier. Casene peger på, at en stærk lokal forankring af den ansvarlige planmyndighed kan være afgørende for at opnå lokal accept og projektgodkendelse i disse medejerskabsmodeller. Den lokale karakter af planlægningen er tæt forbundet med lokale ejerskabsformer.
This thesis examines what shapes community acceptance of wind power and how co-ownership models can build and maintain it in Denmark. The theoretical review shows that acceptance is influenced by many factors that interact across three interlinked levels. These insights are combined in a conceptual model, in which ownership stands out as a key factor. An analysis of current ownership structures in Danish wind power identifies five basic ownership forms. By setting context-dependent criteria for new shared ownership, these forms are combined into four co-ownership models. Two of these already exist in Denmark and are examined through case studies. The cases suggest that strong local grounding of the responsible planning authority can be crucial for achieving community acceptance and project approval in these co-ownership models. The local character of planning is closely tied to local forms of ownership.
