Specialet undersøger, hvordan reform- og aftaletekster på kontanthjælpsområdet i perioden 2013–2023 rammesætter kommunalmedarbejderens handlemuligheder. Med en diskursanalytisk tilgang inspireret af Michel Foucaults vidensarkæologi analyseres udvalgte citater fra reform- og aftaletekster for at afdække mulige diskurser og deres betydning for praksis. Analysen identificerer blandt andet hjælpe-, ansvar-, arbejde-, jobrettet- og indflydelsesdiskurser, som efterfølgende problematiseres gennem subjekteringsteori og med inddragelse af relevant forskning og teori, herunder street-level bureaucracy, empowerment og magt. Specialet belyser, hvordan disse diskurser både muliggør og begrænser kommunalmedarbejderens handlinger og peger på et krydspres mellem hjælperollen, jobpolitiske mål, sanktioner/kontrol og økonomiske/styringsmæssige hensyn, som kan være vanskeligt at navigere i i det daglige arbejde.
This thesis examines how Danish social assistance reform and agreement texts from 2013–2023 frame the municipal social worker’s room for maneuver. Using a discourse-analytic approach inspired by Michel Foucault’s archaeology of knowledge, it analyzes selected quotations from policy texts to illuminate potential discourses and their implications for practice. The analysis identifies help, responsibility, work, job-orientation, and influence discourses, which are then problematized through subjectification theory and discussed alongside relevant literature on street-level bureaucracy, empowerment, and power. The thesis shows how these discourses both enable and constrain action, indicating a cross-pressure between helping roles, employment goals, sanctions/control, and economic/managerial demands that can be challenging to navigate in everyday work.
