Abstract
This thesis examines how the institutional capacity of Uganda’s Ministry of Water and Environment influences land degradation. Using a qualitative, deductive case study grounded in document analysis, it applies an Institutional Capacity Framework to provide a holistic assessment of the ministry’s capacity and its implications for land degradation. The analysis considers key capacity dimensions, including mandate and implementation, policies and strategies, performance standards, transparency and accountability, technical and financial resources, internal and external coordination, and human resources. By focusing on a single, highly relevant ministry—an approach not previously explored in Uganda—the study adds a new perspective to the literature. It concludes that the ministry’s current institutional capacity is insufficient to effectively combat land degradation, despite national goals and the ministry’s formal mandate.

I analysen belyses centrale kapacitetsdimensioner, herunder mandat og implementering, politikker og strategier, præstationsstandarder, gennemsigtighed og ansvarlighed, tekniske og finansielle ressourcer, intern og ekstern koordinering samt menneskelige ressourcer. Studiet bidrager med en ny vinkel ved at fokusere på et enkelt, centralt ministerium, som hidtil ikke har været genstand for en større undersøgelse i Uganda. Resultatet peger på, at ministeriets institutionelle kapacitet i sin nuværende form er utilstrækkelig til at modvirke landdegradering effektivt, på trods af nationale målsætninger og ministeriets formelle mandat.
