Imflow in Valby - A case of implementing an adaptive traffic control system

Abstract

This thesis examines the implementation of Imflow, an adaptive traffic control system, in Valby, Copenhagen, as part of the city’s ambitions for green mobility and CO2 neutrality. The study investigates issues that arose during the planning, installation, and operation of Imflow, maps the actors and technologies involved, and considers the project’s future role in Copenhagen’s traffic management. Imflow was procured to replace the induction loop–based Motion system and was deployed at 10 intersections to prioritize bus travel times—especially for lines 18 (now 8A), 1A, and 4A—and to reduce waiting times for pedestrians and cyclists. Using a qualitative case study grounded in Actor-Network Theory, the analysis traces actor-worlds, translations, and intermediaries across the municipality, the system supplier (Imtech/Dynniq), the public transport agency, consultants, and academic experts.
