Abstract
This thesis examines the idea of sufficiency from a regional perspective. Danish municipalities often use urban planning strategically to attract resources in an intermunicipal competition, making housing development a tool for growth despite ecological consequences. We ask: How has East Jutland (Østjylland) been stabilized as a regional planning space that structures housing development, and how could it be reconfigured to support sufficiency? The analysis suggests that Østjylland’s “soft” planning space—an informal, flexible area without strict legal boundaries—reflects an economic geography logic that guides housing along designated corridors. Municipalities across Østjylland have different structural conditions for applying sufficiency principles in housing planning. The study calls for renewed intermunicipal cooperation that addresses sufficiency cohesively at the regional scale. It argues that the idea of an Østjylland Finger Plan offers an emerging opportunity to move regional planning beyond a singular focus on growth toward broader spatial management.
Denne afhandling undersøger begrebet tilstrækkelighed (sufficiency) i et regionalt perspektiv. Udgangspunktet er, at danske kommuner ofte bruger byplanlægning strategisk til at tiltrække ressourcer i en interkommunal konkurrence, hvor boligudvikling bliver et middel til vækst – med mulige økologiske konsekvenser. Vi spørger: Hvordan er Østjylland blevet stabiliseret som et regionalt planlægningsrum, der strukturerer boligudvikling, og hvordan kan det omlægges for at understøtte tilstrækkelighed? Analysen peger på, at Østjyllands “bløde” planlægningsrum – et fleksibelt område uden faste juridiske grænser – afspejler en økonomisk-geografisk rationalitet, som leder boligudvikling langs udpegede korridorer. Kommunerne i Østjylland har forskellige rammebetingelser for at indarbejde principper for tilstrækkelighed i boligplanlægningen. Studiet efterlyser derfor et fornyet interkommunalt samarbejde, der behandler tilstrækkelighed samlet og regionalt. Det argumenteres, at idéen om en Østjylland Finger Plan kan åbne for, at regional planlægning bevæger sig ud over målet om vækst og bliver et redskab til bredere rumlig styring.
