Abstract
In city planning, goals such as social inclusion, diversity, and citizen participation are often overshadowed by planning rationales rooted in neoliberalism and environmentalism. This reflects a deeply embedded focus on economic growth and rising concern about climate change. This study focuses on Randers Municipality, which seeks to retain its position as Denmark’s sixth-largest municipality while facing climate risks such as storm surges and rare once-in-a-century events linked to rising river levels. Through a two-part analysis, the research examines how three ideologies—neoliberalism (market-led growth), environmentalism (environmental and climate priorities), and participatory democracy (citizen involvement)—are expressed in the municipality’s strategic planning and in the urban development project 'the River Town of Randers'. The work is grounded in critical realism, and develops both a theoretical framework to identify ideological rationales in strategic planning documents and an analytical framework to guide the analyses. It concludes with recommendations on how the River Town of Randers can be planned and developed in a socially inclusive way.
