ICT4D and RCS for Digital Platform Development: The Case of Onda Rural

Abstract
The field of ICT for development is shifting toward digital development, where digital platforms help connect under-served regions to an increasingly digital world. This study examines Onda Rural, an initiative in Latin America and the Caribbean that promotes family farming through a digital platform. The research was carried out in collaboration with the Food and Agriculture Organization of the United Nations (FAO). It aimed to identify what shapes Onda Rural’s organizational effectiveness, how the ICT platform contributes to it, and where improvements are needed. We used a modified Midrange Socio-Technical Systems theory (a framework that looks at how people, organizations, and technology interact) to guide a deductive analysis. The analysis highlighted seven key factors, including: shared values and a cohesive vision that foster collaboration and networks; common standards and routines that ensure consistent, high-quality content; streamlined communication and up-to-date information that improve day-to-day operations; and a modular, reliable digital platform that creates strong opportunities for continuous improvement. The study concludes with six recommendations for next steps to enhance the initiative’s effectiveness in supporting the communication, capabilities, and participation of family farmers across the region.
Inden for IKT til udvikling bevæger fokus sig mod digital udvikling, hvor digitale platforme kan hjælpe mindre udviklede områder med at blive en del af den digitale verden. Dette studie ser nærmere på Onda Rural, en indsats i Latinamerika og Caribien, der fremmer familielandbrug gennem en digital platform. Arbejdet blev udført i samarbejde med FN’s Fødevare- og Landbrugsorganisation (FAO). Studiets mål var at finde de vigtigste forhold, der påvirker Onda Rurals organisatoriske effektivitet, at vise hvordan den digitale platform bidrager hertil, og at pege på forbedringsmuligheder. Vi brugte en tilpasset udgave af en socio-teknisk systemteori på mellemniveau (en ramme, der ser på samspillet mellem mennesker, organisationer og teknologi) til en deduktiv analyse. Analysen pegede på syv centrale faktorer, herunder: fælles værdier og en samlet vision, som styrker samarbejde og netværk; fælles standarder og rutiner, som sikrer ensartet og indhold af høj kvalitet; strømlinet kommunikation og opdateret information, som gør daglige opgaver mere effektive; samt en modulær og pålidelig digital platform, som giver de bedste muligheder for løbende forbedringer. Afslutningsvis skitseres seks anbefalinger til næste skridt, der kan øge initiativets effektivitet i at styrke kommunikation, kompetencer og deltagelse blandt familielandbrug i regionen.
