Abstract

Dette studie undersøger udfordringerne ved at indføre læringsplatforme (Learning Management Systems, LMS) på offentlige universiteter i Uganda ved at vurdere undervisningspersonalets parathed og opfattelser med Gulu University som case. Data blev indsamlet gennem interviews og spørgeskemaer blandt tilfældigt udvalgte undervisere og analyseret kvantitativt og med deskriptiv statistik ved hjælp af SPSS, et almindeligt statistikprogram. Resultaterne viser, at paratheden til at tage en LMS i brug er lav, selv om holdningen til anvendelsen er positiv. Barrierer omfatter utilstrækkelige e-læringsfaciliteter (udstyr og netværk), mangel på træning, begrænset engagement fra både personale og ledelse samt svage ICT-supporttjenester. Studiet anbefaler en systemarkitektur, der bruger webspejling og synkronisering for at håndtere lav eller ustabil internetforbindelse (fx lokale kopier af online indhold, der synkroniseres, når der er net). Derudover anbefales det at tilbyde mere træning og ansætte flere ICT-supportmedarbejdere.

This study examines the challenges of implementing learning management systems (LMS) in Ugandan public universities by assessing teaching staff readiness and perceptions, using Gulu University as a case. Data were collected through interviews and questionnaires from randomly selected teaching staff and analyzed quantitatively and with descriptive statistics using SPSS, a standard statistics program. Findings show low readiness to adopt an LMS, despite positive attitudes toward its use. Barriers include inadequate e-learning facilities (equipment and connectivity), lack of staff training, limited commitment from both staff and administration, and weak ICT support services. The study recommends a system architecture that uses web mirroring and synchronization to cope with low or unreliable internet connectivity (for example, keeping local copies of online content that sync when a connection is available). It also recommends providing staff training and hiring additional ICT support staff.
