Abstract

This paper seeks to illuminate how the network of international and local humanitarian actors within the Sulaymaniyah governorate of Iraq affects the outcomes of the network for IDPs. The temporal focus is between late 2013 and 2019 when ISIL forced millions of Iraqis out of their homes and into surrounding areas in and out of Iraq. It contains data from interviews with organizations involved in IDP targeted programs in Sulaymaniyah in addition to literature published by relevant actors. Systemic network theory is used and a critical discourse analysis performed to draw out how aspects of the network affect its outcomes. The paper is written in the context of efforts by the international humanitarian community to understand how durable solutions for IDPs are achieved and improve relations between international and local humanitarian organizations.
