Abstract
This thesis examines how far pollution prevention, conceptualized as cleaner production, has progressed in Durban, South Africa. eThekwini Municipality has promoted cleaner production to reconcile economic growth with severe industrial pollution, especially in the South Durban Basin. The study clarifies the cleaner production concept, reviews the municipality’s strategy, and analyzes adoption across key stakeholders (municipality, industry, and civil society) through a case study of plans for a Centre for Cleaner Production. The analysis is framed by ecological modernization theory and also considers systems theory. Methodologically, the work draws on qualitative stakeholder interviews and a case study. It assesses adoption at discursive, institutional, and practical levels and finds that eThekwini is in the process of institutionalizing cleaner production but has not yet articulated a core strategy to drive widespread uptake; ecological modernization is present only at an incipient stage. The centre case shifted from a vision aligned with strong ecological modernization to a champion role characterized by weak ecological modernization. The study discusses implications for the city’s approach and points to ways to strengthen cleaner production in Durban.
