Abstract
Dette speciale er et casestudie af boligmarkedet i Oslo kommune. Det undersøger, hvilke konsekvenser de høje boligpriser har, og hvilke konkrete tiltag kommunen kan iværksætte for at bremse udviklingen. Fokus er på førstegangskøbere og personer med gennemsnitsindkomst og deres muligheder for at komme ind på markedet. Hovedresultatet er, at stigende priser har svækket boligkøbernes købekraft: Sammenlignet med deres indkomst kan denne gruppe i dag vælge mellem færre boliger end tidligere. Specialet gennemgår også de initiativer, Oslo kommune allerede har sat i gang, samt projekter, der overvejes. Analysen bygger på begreberne social bæredygtighed og blandede boligområder – bydele med forskellige boligtyper og indkomster – for at belyse situationen i Oslo og diskutere, hvordan mere blandede og socialt bæredygtige bymiljøer kan afbøde effekterne af høje priser.
This thesis is a case study of the housing market in Oslo municipality. It examines the consequences of high housing prices and what concrete measures the municipality can take to slow this trend. The focus is on first-time buyers and people with average incomes and their chances of entering the market. The main finding is that rising prices have reduced affordability: relative to income, this group can afford fewer homes today than in the past. The study also reviews initiatives the municipality has launched and projects it is exploring.
