Abstract
This thesis examines how coastal development can balance tourism, mobility, and nature conservation, focusing on Denmark’s West Coast. Anchored in a West Coast Development Plan that prioritizes tourism and seeks to spread visitors across space and seasons, the study highlights potential increases in mobility, infrastructural pressures, and environmental impacts. The central research question asks: How can collaborative governance practices that consider actors’ perceptions and power–interest relations achieve more holistic and comprehensive planning on the West Coast? Methodologically, the study combines a literature review with a qualitative case study comprising document analysis and semi-structured interviews about the overarching plan and two local strategic plans (Blokhus/Løkken and Klitmøller/Vorupør). The analysis is framed by collaborative governance theory and a power–interest matrix, informed by social constructivist and critical realist perspectives. Findings show that stakeholders’ perceptions and power relations shape collaboration and outcomes: economic priorities dominate, mobility is treated narrowly (notably via the ongoing Wayfinding project, which does not cover issues such as public transport, car use, environmental impacts, and alternative modes), and nature conservation voices are underrepresented. The thesis concludes that earlier and broader inclusion of mobility and nature actors, along with ongoing reflection on power dynamics, can strengthen existing collaborative practices and lead to more holistic coastal planning, offering lessons for other coastal regions.

Afledt af en Vestkystudviklingsplan, der prioriterer turisme og søger at sprede besøgende i tid og rum, rejser studiet bekymringer om øget mobilitet, infrastrukturel belastning og negative miljøeffekter. Specialets hovedspørgsmål er: Hvordan kan samarbejdsbaseret styring, der tager højde for aktørers opfattelser samt relationer mellem magt og interesser, skabe mere helhedsorienteret og sammenhængende planlægning på Vestkysten? Metodisk kombineres litteraturstudier med et kvalitativt casestudie bestående af dokumentanalyse og semistrukturerede interviews om den overordnede plan og to lokale strategiske planer (Blokhus/Løkken og Klitmøller/Vorupør). Analysen er teoretisk forankret i collaborative governance og en magt-interesse-matrix, informeret af socialkonstruktivisme og kritisk realisme. Resultaterne peger på, at aktørernes opfattelser og magtforhold former samarbejdet og planernes indhold: Økonomiske hensyn dominerer, mobilitet behandles snævert (bl.a. gennem det igangværende Wayfinding-projekt, som ikke omfatter alle udfordringer såsom kollektiv trafik, bilbrug, miljøpåvirkninger og alternative mobilitetsformer), og naturinteresser er underrepræsenterede. Specialet konkluderer, at tidligere og bredere inddragelse af mobilitets- og naturaktører samt løbende refleksion over magtdynamikker kan styrke de etablerede samarbejdsprocesser og føre til mere holistisk kystplanlægning, med læringspotentiale for andre kystområder.
