Abstract
This thesis examines when and how the General Secretariat of the Council (Council Secretariat) influences the day-to-day decision-making of the Council of the European Union. Drawing on rational choice and sociological institutionalism, it treats the Secretariat’s room for manoeuvre as shaped by member states’ negotiation modes—from hard bargaining to problem solving—and takes a horizontal view across policy areas. Empirically, the study is based on 14 interviews with Council Secretariat policy officers and attachés in national permanent representations in Brussels, supplemented by participant observation of working parties, Coreper and Council meetings. An analysis of leadership resources, negotiation context and strategies indicates that member states, including rotating presidencies, seek and value the Secretariat’s support even while attributing it its own preferences. Leveraging experience and expertise, the Secretariat helps move files forward by advising on timing (e.g., when to escalate to Coreper), setting agendas and drafting compromise texts; the Council Legal Service’s opinions also carry political weight. The findings suggest that the Secretariat’s influence is significant yet conditional on issue area, rules and interaction patterns, offering a clearer view of how everyday Council negotiations are steered in practice.
