Abstract
Netværksplanlægning bruges i stigende grad i planlægning og beslægtede områder. Dette speciale undersøger, hvordan og i hvilke situationer netværksplanlægning – forstået som planlægning gennem samarbejde og forbindelser mellem mange aktører – kan genfindes i Aalborg Kommunes lokalplanlægning. Lokalplanlægning er kommunens detaljerede styring af udvikling i afgrænsede områder. Gennem et casestudie af Aalborg Kommune, herunder interviews med tre lokalplanlæggere, viser specialet, at netværksplanlægning kan verificeres i flere sammenhænge. Den er tydelig i byomdannelsesprojekter, som for eksempel havnefronten i Aalborg, hvor mange parter skal koordinere. Analysen af planlæggernes tilgang viste, at én planlægger arbejder særligt netværksorienteret. Samlet konkluderer specialet, at graden af netværksplanlægning i lokalplanlægningen afhænger af projekttypen, planlæggernes roller, samfundets konjunkturer og politikernes beslutninger i de enkelte lokalplanprojekter.
Network planning has become widespread in planning and related fields. This thesis investigates how and in which situations network planning—understood as planning through collaboration and connections between many actors—can be identified in Aalborg Municipality’s local planning. Local planning refers to the municipality’s detailed regulation of development in specific areas. Through a case study of Aalborg, including interviews with three local planners, the study finds that network planning is present in several contexts. It is evident in urban transformation projects, such as Aalborg’s waterfront, where many parties must coordinate. The analysis of the planners’ approaches showed that one planner works in a particularly network-oriented way. Overall, the thesis concludes that the extent of network planning in local planning depends on the project type, the planners’ roles, broader societal conditions, and the politicians’ decisions within each local plan project.
