Abstract
This thesis explores how the UN Sustainable Development Goals can be translated from a global vision into local Danish practice by developing a planning tool that municipalities can use to screen cities’ performance against selected goals. Using Guldborgsund Municipality as a case, the authors created a prototype comprising 91 sustainability indicators (SIs) and a band of equilibrium (BOE) for SDGs 6, 11, 12, and 17. The approach combined Systemic Sustainability Analysis (SSA) and SMART criteria with a literature review of existing measurement tools, and a collaborative process with the municipality through focus group interviews (partly shifted online due to COVID-19) and supporting expert interviews. Implemented in Excel, the tool is designed to be highly adaptable to local contexts and distinguishes between ‘state’ and ‘pressure’ indicators to curb greenwashing risk and enable more balanced assessments. Its output is intended as decision support for local politicians, highlighting strengths and challenges rather than providing definitive answers. The prototype was well received by Guldborgsund Municipality, but further work is needed to fully operationalise and test the tool more broadly.
Denne afhandling undersøger, hvordan FN’s Verdensmål kan omsættes fra global vision til lokal praksis i Danmark ved at udvikle et planlægningsværktøj, som kommuner kan bruge til at screene byers performance i forhold til udvalgte mål. Med Guldborgsund Kommune som casestudie udviklede forfatterne en prototype bestående af 91 sustainability indicators (SIs) og et band of equilibrium (BOE) for Verdensmål 6, 11, 12 og 17. Arbejdet bygger på Systemic Sustainability Analysis (SSA) og SMART-kriterierne, et litteraturstudie af eksisterende måleværktøjer, samt en kollaborativ proces med kommunen gennem fokusgruppeinterviews (delvist omlagt til online som følge af COVID-19) og supplerende ekspertinterviews. Værktøjet, implementeret i Excel, er designet med høj grad af tilpasningsevne til lokale kontekster og skelner mellem ‘state’- og ‘pressure’-indikatorer for at reducere risiko for greenwashing og understøtte mere balancerede vurderinger. Outputtet er tiltænkt som et beslutningsstøtteværktøj for lokale politikere, der peger på styrker og udfordringer frem for at levere endelige svar. Prototypen blev positivt modtaget af Guldborgsund Kommune, men yderligere arbejde er nødvendigt for at gøre værktøjet fuldt operationelt og afprøvet bredere.
