Abstract
Byerne står over for klimaforandringer, teknologisk udvikling og stigende krav til livskvalitet, hvilket lægger pres på kommuner og planlæggere for at håndtere voksende kompleksitet i ofte stive styringssystemer. København har udviklet en langsigtet plan for skybrudshåndtering, der over de næste 20 år skal dæmpe følgerne af kraftige regnskyl og samtidig skabe nye grønne og blå byrum (grønne områder og vandelementer) med rekreativ værdi. Cities face climate change, rapid technological shifts, and rising expectations for liveability, which puts pressure on municipalities and planners to manage growing complexity within rigid governance systems. Copenhagen has set out a long-term cloudburst management plan to mitigate damage from sudden, intense rainfall and, over the next 20 years, create new green and blue urban spaces (green areas and water features) with recreational value. Implementation has been difficult, as administrative procedures and regulations must adapt to new hydraulic requirements. Using an “infrastructuring” approach inspired by Actor-Network Theory (which views people, agencies, rules, technologies, and infrastructure as a connected network), we tested methods from Systems Oriented Design, a whole-systems design approach, to strengthen collaboration across municipal planning domains. Working with the technical administrations of Frederiksberg and Copenhagen Municipalities, we sought to help navigate the rising complexity of cloudburst management. We found that current planning practices and the way collaborative planning is facilitated indicate a need for stronger systemic design capacity. To address wicked problems—intertwined issues with no single right answer—our research concludes that collaboratively mapping complexity and making system relationships more visible can support a more holistic planning practice.
