Abstract
Cyberspace and the digitalization of vulnerable data is intertwined like never before. Denmark is one of the most digitalized nations in the world, and with an increasing level of threat towards both the private and public sector’s digital assets, cyber security and cyber resiliency is a must-have. This study will, in cooperation with’The Signal Regiment’ from the Danish Army, investigate how Denmark’s cyber conscription program can potentially aid in strengthening IT security in private and public organizations. The investigation is based on user evaluation from the perspective of organizational leaders, who employ Danish cyber conscripts. The collected data is processed and analyzed using a mixed-method design, encompassing qualitative semi-structured interviews, cluster interviews, observational study and surveys. The study's findings show conformity between the cyber conscripts' real-world skills, educational profile and current organizational demands. However, it also shows both disparity and correlation between what the cyber conscript program and what the user organizations deem relevant. While the respondents agree that cyber conscripts have sufficient technical skills, they are more interested in their educational profile and mindset rather than in a specific technical skillset. The right profile is hard to come by, whereas technical skills can be acquired. The latter being something the cyber conscripts have shown themselves adept at. Based on our findings, three recommendations are put forward: Establishing further cyber education / specialization within the Danish Army; and establishing career tracks targeting educated cyber conscripts. These should be across private, NCO, and officer levels; and shifting the educational focus away from an ’ambassadorial role’. The study concludes that the Danish cyber conscript program does aid in raising IT-security within the organizations that participated in the study, and has a lot of potential as a civilian and military educational track.
