Denne afhandling undersøger, hvordan EU’s immigrationspolitik har udviklet sig i de senere år. Med udgangspunkt i realistisk føderalisme og teori om ekstern governance analyseres sammenhængen mellem eksternalisering af migrationsforanstaltninger—altså når EU forsøger at håndtere migration uden for egne grænser—og opbygningen af en fælles europæisk politik.
