Abstract

This thesis examines how the European Union deploys climate change as a political concept to legitimize its presence and role in the Arctic. It asks why climate change is used to justify the EU becoming a relevant Arctic actor and how it is constructed as the main problem in EU Arctic policy. Drawing on constructivist and post-structural perspectives, the study conducts a critical discourse analysis of official EU Arctic policy documents, notably the Joint Communications from 2008 to 2021, using Bacchi's WPR approach to interrogate problem representations, underlying assumptions, silences, effects, and the dissemination and contestation of the discourse. The analysis focuses on climate leadership, Arctic governance, and EU foreign policy. Findings indicate that the EU's bid for legitimacy in the Arctic hinges on a narrative of climate leadership, yet this is intertwined with and challenged by the Union's geopolitical ambitions, creating tensions in how the policy is framed and pursued. As the EU Arctic policy is still evolving, the study shows how climate change functions not only as an environmental concern but also as a strategic tool in EU external action.
