Abstract

This qualitative master’s thesis examines how an effective entrepreneurial ecosystem can be built and what that implies in Bulgaria’s high-tech context. Drawing on literature on entrepreneurial ecosystems, complemented by Systems of Innovation and cluster theory, the authors develop a theoretical framework. Using 12 interviews with high-tech entrepreneurs and a survey with 44 participants, the study maps key needs and challenges as well as perceived advantages and disadvantages of doing business in Bulgaria. In light of theory and the qualitative evidence, it outlines ways to bridge the gap between best practices and Bulgaria’s reality, including suggestions to address areas such as networks, culture, markets, finance, talent and human capital, support, and policy and regulation. The study concludes that solutions should be holistic and involve all stakeholders in the ecosystem.
