Abstract
This thesis examines how policy implementation can reduce the number of internally displaced persons (IDPs) in Nepal and improve their living conditions. Stemming from the armed conflict since 1996, the IDP population remains high but imprecisely counted, and a 2006 government policy has not met basic needs such as shelter, health care, and education. The main research question asks why the government has not implemented an effective policy to reduce the IDP population, with sub-questions on drivers of displacement, caste and class patterns, why government and NGO recovery programs have fallen short, and why durable solutions are needed. The study uses a qualitative design with semi-structured interviews selected through purposive sampling, complemented by secondary sources from prior studies and special publications; data are analyzed thematically. The analysis is situated within relevant theoretical perspectives. Findings indicate that the government bears responsibility to protect and assist IDPs through durable policies that enable return and reintegration and uphold human rights. The thesis offers recommendations for future research, guidance for IDPs seeking government support, and roles for the state in ensuring rights and lasting solutions.
