Abstract

Baggrund: I Norge bruges den individuelle plan som et redskab til at koordinere langvarig social- og sundhedsindsats for borgere med omfattende behov. Planen blev indført på papir og findes nu også som en webbaseret løsning. Offentlige retningslinjer regulerer brugen, og en central målsætning er, at patienter tager digitale tjenester i brug i deres forløb. Formål: Projektet undersøger, hvordan teknologiske og organisatoriske erfaringer påvirker forventninger til – og modstand mod – en webbaseret individuel plan hos patienter med alkohol- og stofafhængighed og hos sundhedsprofessionelle. Empirically, we conducted focus group interviews and analyzed documents, including legal texts, public strategies for electronic cooperation, and the background for developing the web-based plan. Results: Both patients and healthcare workers report that the paper-based plan does not work optimally, but for different reasons. Patients emphasize follow-up and continuity of treatment, while healthcare workers view the plan mainly as a tool for coordination and communication. Consequently, they have different views on moving to an electronic plan. Both groups expect paper and web-based plans to coexist, as certain qualities of paper cannot be fully replicated digitally. Discussion: ANT frames patients, professionals, and technology as interdependent actors within a network, helping explain how experiences shape expectations and resistance. Theories of communication, empowerment, and motivation offer complementary perspectives: communication focuses on information exchange, empowerment on power and agency, and motivation on how basic needs drive behavior.
