Abstract
Dublin’s street art scene has expanded rapidly over the past decade, enriching the city’s public realm while spotlighting social issues such as homelessness, women’s rights, and same‑sex marriage. Yet planning rules have not kept pace: the requirement for planning permission entails a lengthy, uncertain, and costly process that conflicts with the reactive, time‑sensitive nature of street art and can lead to removals and legal penalties. This thesis examines how Dublin City Council could adopt more supportive policies and regulations to enable artists who seek to raise awareness of social issues through street art. The study draws on interviews and a survey with relevant stakeholders to understand street art’s impacts and the challenges artists face. Findings indicate that street art contributes to Dublin’s culture, community, and physical public space, and can serve as a pathway to social sustainability aligned with the Sustainable Development Goals. The research identifies key issues and conflicts of interest between the City Council and artists and outlines suggestions toward a long‑term strategy grounded in an agonistic approach and meaningful public input.
