Abstract
This thesis explores how a web-based platform can enhance stakeholder inclusion and cooperation in the governance of electricity-based energy projects in Greater Copenhagen. Building on the city’s distinct role in the energy transition and ongoing shifts in power relations among actors, it conducts a problem analysis of national, regional, and local energy governance with attention to the potential of e-democracy. Methods combine stakeholder interviews, spatial GIS analyses and mapping, and the application of Transition Management and Strategic Niche Management theories, while the analyses are structured with Design Thinking. Two cases anchor the work: onshore wind in Nordhavn and rooftop solar PV on Amager. The study proposes a conceptual framework for such a platform and finds potential for integration into governance, especially by strengthening two-way communication with citizens and supporting tactical stakeholder identification and outreach. It also identifies barriers, including disagreements among stakeholders, limited public understanding and interest in energy projects, and the need to complement digital tools with physical engagement. The thesis offers design recommendations and notes that further work is needed to move from concept to implementation.
Dette speciale undersøger, hvordan en webbaseret platform kan understøtte inddragelse og samarbejde mellem interessenter i styringen af el-baserede energiprojekter i Storkøbenhavn. Med udgangspunkt i byernes særlige rolle i energiomstillingen og en løbende omfordeling af magtforhold mellem aktører gennemføres en problemanalyse af national, regional og lokal energiforvaltning med fokus på potentialet for e-demokrati. Metodisk kombineres interessentinterviews, rumlige GIS-analyser og kortlægning med teorierne Transition Management og Strategic Niche Management, og analyserne struktureres efter Design Thinking. To cases forankrer arbejdet: landvindmøller i Nordhavn og tagmonterede solceller på Amager. Studiet munder ud i et konceptuelt rammeværk for en platform og peger på potentiale for integration i forvaltningen, særligt ved at styrke to-vejs kommunikation med borgere og understøtte taktisk identifikation og opsøgende kontakt til relevante interessenter.
