Specialet undersøger samarbejdet mellem Københavns Kommune og Kriminalforsorgen i forbindelse med løsladelser med fokus på den nationale Køreplan for god løsladelse. Med udgangspunkt i Carol Bacchis WPR-tilgang til policyanalyse og et kvalitativt design kombineres dokumentanalyse med semistrukturerede interviews med ni praktikere (fem fra Kriminalforsorgen og fire fra kommunen). Analysen inddrager begreber fra Michael Lipsky, Henrik Vigh og Norman Long for at belyse, hvordan politik og praksis mødes i hverdagen. Specialet identificerer tre problematiseringer i køreplanen og tilhørende løsningsforslag; overordnet problematiseres, at risikoen for recidiv er høj uden tilstrækkelig myndighedsindsats, og køreplanen søger at styrke og omstrukturere det tværgående samarbejde for at undgå tab i overgangene mellem systemer. I praksis afdækkes dynamiske samspilsarenaer og magtasymmetrier, som påvirker beslutningsprocesser, samt et paradoks: frontmedarbejdere arbejder efter køreplanens principper, men har begrænset kendskab til dens konkrete indhold. Der peges på dilemmaer om, hvornår koordinering skal påbegyndes, og hvor omfattende den bør være, samt en spænding mellem fastsatte frister og behovet for fleksibilitet på tværs af kommuner og institutioner. Dette rejser spørgsmål om muligheden for universelle retningslinjer og understreger behovet for at balancere standardisering med individuelle hensyn ved løsladelse samt betydningen af gensidig opmærksomhed og koordination mellem myndigheder.
This thesis examines collaboration between the Municipality of Copenhagen and the Danish Prison and Probation Service in relation to prison releases, with a focus on the national Roadmap for Good Release. Using Carol Bacchi’s WPR approach to policy analysis and a qualitative design, it combines document analysis with semi-structured interviews with nine practitioners (five from the Prison and Probation Service and four from the municipality). Concepts from Michael Lipsky, Henrik Vigh, and Norman Long are applied to illuminate how policy and practice intersect. The study identifies three problematizations in the roadmap and related proposed solutions; overall, it frames high reoffending risk in the absence of sufficient authority intervention and seeks to strengthen and restructure interagency cooperation to prevent people being lost in transitions between systems. In practice, the analysis reveals dynamic arenas of interaction and power asymmetries that shape decision-making, alongside a paradox: frontline staff work in line with the roadmap’s principles yet have limited knowledge of its specific contents. The thesis highlights dilemmas about when coordination should begin and how extensive it should be, and a tension between fixed deadlines and the need for flexibility across municipalities and institutions. This raises questions about the feasibility of universal guidelines and underscores the need to balance standardization with individualized support at release, as well as the importance of mutual awareness and coordination between agencies.
