Projektet undersøger, hvordan organisatoriske og økonomiske rammer påvirker socialrådgiveres handlingsmæssige råderum på voksenhandicapområdet i Jammerbugt Kommune med særligt fokus på vurdering og visitation efter serviceloven §§ 82 b og 85. Med en hermeneutisk og abduktiv tilgang gennemføres et kvalitativt casestudie baseret på interviews, suppleret af eksisterende kvantitativ empiri om omgørelsesprocenter samt juridiske overvejelser om de gældende regler. Analysen, inspireret af Michel Foucaults magtbegreb og Michael Lipskys forståelse af street-level bureaucracy, peger på, at økonomiske og organisatoriske begrænsninger kan indsnævre socialrådgiverens skøn og skabe et krydspres mellem faglige vurderinger og mål om styring og effektivitet. Der opstår bekymringer for fejl i afgørelser og risiko for, at retssikkerhedshensyn overses, mens afværgemekanismer som rationalisering og automatisering kan ses i praksis. Snitfladen mellem forebyggende indsatser og socialpædagogisk støtte gør kategorisering vanskelig, og en høj omgørelsesrate indikerer udfordringer i sagsbehandlingen, som socialrådgiverne primært tilskriver tidspres frem for sagskompleksitet. Afgørelser fra Ankestyrelsen forstås som både læringsmuligheder og ekstern kontrol. Samlet fremhæver projektet kompleksiteten i socialt arbejde på området og behovet for en grundig gennemgang af praksis og politik for at styrke kvalitet, læring og retssikkerhed.
This project examines how organizational and economic frameworks shape social workers’ discretionary space in the adult disability sector in Jammerbugt Municipality, with a particular focus on assessment and allocation under Sections 82b and 85 of the Social Services Act. Using a hermeneutic and abductive approach, it employs a qualitative case study based on interviews, supplemented by existing quantitative evidence on case reversals and legal considerations of the applicable rules. Guided by Michel Foucault’s power theory and Michael Lipsky’s street-level bureaucracy, the analysis indicates that economic and organizational constraints can narrow professional discretion and create cross-pressures between social assessments and goals of control and efficiency. Concerns emerge about decision errors and potential neglect of legal safeguards, while coping mechanisms such as rationalization and automation are observed. Overlaps between preventive measures and social pedagogical support complicate categorization, and a high rate of case reversals suggests challenges in case processing that social workers primarily attribute to time pressure rather than case complexity. Decisions from the National Social Appeals Board are viewed as both learning opportunities and external oversight. Overall, the project underscores the complexity of social work in this field and calls for a thorough review of practices and policies to enhance quality, learning, and legal protection.
