CSR in globalized world from a cross-sector partnership perspective: Case study: Danish Partnership for Responsible Garments and Textiles in Bangladesh

Abstract

This thesis examines how cross-sector partnerships (CSPs) can be used to develop and implement corporate social responsibility (CSR) in a globalized context, focusing on Bangladesh’s garment and textile industry in the aftermath of the Rana Plaza disaster. The core research question is: How can partnerships among government, civil society, and multinational companies be developed to support and implement CSR strategies within the textile sector in Bangladesh? The study applies a qualitative design featuring a case study of the Danish Partnership for Responsible Garments and Textiles Production in Bangladesh and a descriptive and qualitative analysis of existing partnership initiatives in the sector, emphasizing actor roles, challenges, benefits, and how CSPs function in practice. The analysis draws on literature and theory on CSPs and compares initiatives to identify how governments, multinationals, and civil society can assume new roles and share responsibilities to improve collaboration. Findings indicate that the partnership approach is often neglected due to a limited understanding of its benefits for CSR; many partnerships in Bangladesh’s textile sector are dysfunctional and stifle CSR efforts because relevant actors are insufficiently included in decision-making and roles and responsibilities remain unclear. The thesis offers recommendations for more inclusive and effective CSPs and provides insights into the potential and limits of partnerships as a tool for sustainability.

Denne afhandling undersøger, hvordan tværsektorielle partnerskaber (CSP’er) kan bruges til at udvikle og implementere virksomheders samfundsansvar (CSR) i en globaliseret kontekst med fokus på Bangladeshs beklædnings- og tekstilindustri efter Rana Plaza-katastrofen. Den overordnede forskningsspørgsmål er: Hvordan kan partnerskaber mellem regering, civilsamfund og multinationale virksomheder udvikles for at understøtte og implementere CSR-strategier i tekstilsektoren i Bangladesh? Afhandlingen benytter et kvalitativt design med en case om det danske Partnerskab for Ansvarlig Produktion af Beklædning og Tekstiler i Bangladesh og en beskrivende og kvalitativ analyse af eksisterende partnerskabsinitiativer i sektoren, med fokus på aktørroller, udfordringer, fordele og partnerskabers funktion i praksis. Analysen bygger på gennemgang af litteratur og teorier om CSP’er samt sammenligninger af initiativer, og sætter særligt spotlight på, hvordan regeringer, multinationale virksomheder og civilsamfund kan udvikle nye roller og dele ansvar for at forbedre samarbejdet. Resultaterne peger på, at partnerskabstilgangen ofte er forsømt, fordi aktørerne mangler en klar forståelse af dens fordele for CSR; mange partnerskaber i Bangladesh’ tekstilsektor fungerer utilfredsstillende og hæmmer CSR-indsatserne på grund af mangelfuld inddragelse af relevante aktører i beslutningsprocesser og uklare ansvarsfordelinger.
