Abstract
This thesis examines whether voluntary corporate social responsibility (CSR) is an effective tool to reduce CO2 and achieve the EU Sustainable Development Strategy targets, or whether greater public intervention is needed. Building on the EU’s Lisbon and sustainability agendas and the Commission’s Green Paper on CSR, it analyzes the advantages and drawbacks of voluntary versus more binding governance approaches. The framework combines EU governance and integration theories (including neofunctionalism and liberal intergovernmentalism) with three CSR schools (market-led, state-led, and stakeholder-driven). These perspectives are compared with the interests and roles of the state, business, and civil society at both member-state and EU levels, using the cement and car industries as case studies to explore the balance between competitiveness and climate objectives.
