Denne kandidatafhandling undersøger, hvordan subsidierede byggeprojekter kan monitoreres og evalueres for at skabe transparens for bygherren og samtidig opfylde kvalitetskrav. Det centrale forskningsspørgsmål er: Hvilke faktorer hæmmer kvaliteten, og hvordan kan et resultatorienteret system for monitorering og evaluering (M&E) understøtte en mere gennemsigtig og effektiv projektgennemførelse? Afhandlingen bygger på en litteraturgennemgang og anvender metoder og rammer som Result Based Management (RBM), Result Based Monitoring and Evaluation (RBME), Project Cycle Management, Theory of Change og Logical Framework Approach. Disse værktøjer omsættes i en casestudie af byggeprojektet Støvring Bytorv i samarbejde med Kuben Management, hvor der udarbejdes en result chain og et logframe, gennemføres interessent-, problem- og målanalyser, og formuleres en praktisk M&E-plan. This master’s thesis examines how subsidised construction projects can be monitored and evaluated to provide a transparent process for clients while meeting quality requirements.
