Abstract

Denne afhandling undersøger, hvordan og hvorfor konflikt og spændinger kan opstå i samskabelse, hvor en kommune og borgere samarbejder som partnere. Undersøgelsen bygger på et enkelt casestudie af et byfornyelsesprojekt i Jungshoved, Vordingborg Kommune, hvor der var spændinger. Casen begrundes som en kritisk case med Bent Flyvbjergs tilgang til casestudier (at lære af særligt betydningsfulde eksempler). Datagrundlaget er to interviews med en kommunal repræsentant og tre interviews med medlemmer af Jungshoveds lokalråd. This thesis examines how and why conflict and tension can arise in co-creation, where a municipality and citizens collaborate as partners. The study uses a single case of an urban renewal project in Jungshoved, Vordingborg Municipality, where tension was present. The case is argued to be a critical case, following Bent Flyvbjerg’s approach to case-study research (learning from particularly significant examples). The data consist of two interviews with a municipal representative and three interviews with members of the local council of Jungshoved. Drawing on these interviews, the experiences of both sides of the partnership are explored to understand the reasons for conflict and how they might have been mitigated. Theory on social sustainability, citizen participation, and co-creation provides the framework for the discussion, which assesses the equality of the partnership and the level of influence held by citizens. The thesis finds that unclear communication and unclear boundaries around what was co-created were central causes of tension and conflict. It also points to organizational factors that may limit the municipality’s ability to facilitate co-creative processes.
