Abstract
This thesis investigates why phishing continues to rise despite many countermeasures and how a developing country such as Ghana can build greater resilience by learning from Denmark’s comparatively effective approach. Using an information review and qualitative expert interviews analyzed through Giddens’ structuration theory, the study examines the interplay between structures (laws, institutions, resources) and agency (user and organizational behavior). It maps the evolution of phishing, key attack types and detection models, and relevant international rules and national strategies, with a focus on Denmark and Ghana. Findings indicate that Ghana’s main challenges include insufficient education and digital literacy, a need for clearly defined laws and policies, limited expertise, inadequate resources, the absence of a clean, centralized identification system, and unclear institutional roles for implementation. The thesis concludes that structural reforms, public education, and cross-sector coordination—aligned with elements of the Danish model—can help Ghana foster a more secure and trustworthy digital economy.
