Abstract

To obtain safety approval to operate railway infrastructure in Denmark, infrastructure managers must establish a Safety Management System (SMS) compliant with BEK 712 and EU Regulation 2018/762. The National Safety Authority (NSA) assesses compliance but does not prescribe how an SMS should be constructed, resulting in diverse, locally tailored systems. This thesis examines whether a common basis can ensure SMS functions meet legislative requirements across different infrastructure managers. The work maps regulatory SMS requirements for various railway types, reviews Danish best‑practice approaches, and draws on stakeholder input, system identification, and risk perspectives to develop a draft, scalable framework. Findings indicate a common basis is partly feasible but must be tailored to an organization’s size, activities, and risk profile.
