Abstract

Dette studie undersøger, hvordan klimatilpasning bliver håndteret i miljøkonsekvensvurderinger (EIA) for danske transportinfrastrukturprojekter. Formålet er at forstå mulighederne og barriererne for at give klimatilpasning en stærkere plads i EIA-processen. Først gennemgås krav og anbefalinger for at integrere klimatilpasning i miljøvurderinger, hvilket bruges til at udvikle en analytisk ramme. Med denne ramme kortlægges den nuværende praksis via den danske EA-Hub, og der gennemføres en tekstanalyse af syv projekter med EIA-rapporter, der indeholder klimatilpasning. This study examines how climate adaptation is handled in environmental impact assessments (EIA) for Danish transport infrastructure projects. The aim is to identify the opportunities and barriers to giving climate adaptation a stronger role in the EIA process. The research reviews requirements and recommendations for integrating climate adaptation into environmental assessments and uses this to develop an analytical framework. Using this framework, the study maps current practice via the Danish EA-Hub and conducts a text analysis of seven projects with EIA reports that include climate adaptation. These findings are complemented by interviews with four practitioners, who share experiences with current challenges and possible improvements. Based on the results, the study proposes nine recommendations for future practice. They address challenges linked to rules and requirements, professional norms and routines, and shared understandings.
