Abstract
The construction sector is expanding rapidly, driving economic activity but also intensifying climate and resource pressures. Circular economy is widely promoted as a remedy, yet the transition remains slow. This thesis examines barriers to circular economy in the Danish construction industry through a political economy lens, focusing on change processes, power relations, and stakeholders’ values and perceptions. We use an exploratory design combining semi-structured interviews with multiple stakeholder types and two key industry reports. The analysis includes (1) mapping sector stakeholders and their relevance for circularity, (2) assessing practical and strategic approaches to circular economy, and (3) analyzing and discussing barriers across literature and interview evidence. Findings indicate that barriers are interconnected and nuanced, and that strict categorization can lead to siloed solutions. We also observe a possible imbalance between stakeholders’ ambitions and their actual influence. Recurring underlying reasons include reliance on renewable energy to meet national climate targets, continued investment in recycling infrastructure, and vague definitions and targets for circular economy. We recommend dialogue on these fundamentals—especially clarifying definitions and goals—and suggest that a political economy approach at company level could support more coherent solutions and more effective stakeholder engagement.

Dette speciale undersøger barrierer for cirkulær økonomi i den danske byggebranche ud fra et politisk-økonomisk perspektiv med fokus på forandringsprocesser, magtrelationer samt aktørers værdier og opfattelser. Vi anvender en eksplorativ tilgang baseret på semistrukturerede interviews med flere typer aktører og to centrale rapporter.
