Capturing Locally Bound Potentials in Rural Denmark: A multi-scale, place-based study of development potentials in Høve, Odsherred

Abstract

This thesis explores how locally bound potentials can be identified and translated into development in Denmark’s rural outskirts through a multi-scale, place-based case study in Høve, Odsherred. Drawing on national and international best practice and a review of rural-outskirts definitions, the authors establish indicators that confirm Odsherred as part of Denmark’s rural periphery. The best-practice analysis shows that development paths are predominantly tourism-oriented, with landscape and community themes often subsumed under tourism; the study therefore examines whether locally bound potentials can be advanced without prioritizing tourism. The method triangulates perspectives from built-environment professionals, local residents (including interviews, a focus group and Village Makeover meetings), and municipal authorities. These views are synthesized in a map of locally bound potentials and screened to select candidates for development. In Høve, a community-focused hotspot is prioritized as a critical intervention, using the scenic parking area as the host for recommendations, and a six-year timeframe is proposed to align with a four-year political cycle.
