Resumé
Dette speciale undersøger, hvordan danske bygherrer køber ind til byggeprojekter, når målet er at reducere CO2-udledninger. Frank Geels’ Multi-Level Perspective (MLP) bruges som overbliksværktøj til at forstå, hvordan rammer på tre niveauer – fra det konkrete projekt over branchen til bredere samfundsforhold – påvirker indkøbsbeslutninger. Indkøbet ses gennem et innovationsperspektiv med udgangspunkt i Elvira Uyarra og Kieron Flanagans fire indkøbsformer, som beskriver forskellige måder at købe ind på og dermed påvirke innovation i byggeriet. Disse kategorier sammenlignes med Frank Geels og Johan Schots definitioner af transitionsspor for at vurdere, hvordan indkøb kan trække byggebranchen i retning af CO2-reducerende løsninger. Grundlaget for analysen er kvalitative interviews med repræsentanter for forskellige typer bygherrer, Bygherreforeningen og en statslig ejendomsforvalter, suppleret med litteraturstudier af branche- og teorikilder. Analysen viser, at bygherrer i dag oplever et pres, som muliggør en gradvis omstilling: De køber især standardiserede produkter, der lever op til krav om CO2-reduktion. Diskussionen peger dog på forhold, der kan øge omstillingspresset, så standardløsninger ikke nødvendigvis rækker. Derfor præsenterer specialet en model for, hvordan bygherrer kan samarbejde med andre aktører i byggebranchen om at udvikle og afprøve ny teknologi i rammer, der er økonomisk forsvarlige.
This thesis examines how Danish construction clients choose and buy solutions for building projects when the goal is to reduce CO2 emissions. Frank Geels’ Multi-Level Perspective (MLP) is used as a high-level framework to understand how conditions at three levels—from the project, through the industry, to wider societal factors—shape procurement decisions. Procurement is viewed through an innovation lens using Elvira Uyarra and Kieron Flanagan’s four procurement forms, which describe different ways buying can influence innovation in construction. These categories are compared with Frank Geels and Johan Schot’s definitions of transition pathways to assess how procurement may steer the sector toward CO2-reducing solutions. The analysis is based on qualitative interviews with representatives of different types of clients, the clients’ association, and a state property manager, supplemented by literature on industry and theory. Findings indicate that clients currently face a level of pressure that enables a gradual transition: they mostly purchase standardized products tailored to meet CO2-reduction requirements. However, the discussion highlights factors that could increase the pressure for change, making standard solutions insufficient. In response, the thesis proposes a collaboration model that enables clients to work with other actors in the construction sector to develop and test new technology under economically responsible conditions.
