Resumé
Specialet undersøger, hvordan borgere med handicap bliver konstrueret og repræsenteret i den danske handlingsplan “Flere med handicap i uddannelse og beskæftigelse”, og hvilke konsekvenser disse forståelser kan have for socialt arbejde. Med afsæt i en dokumentanalyse inspireret af Carol Bacchis “What’s the Problem Represented to Be?”-tilgang, og informeret af socialkonstruktivisme, diskursanalyse og et relationelt handicapbegreb, analyseres, hvordan problemet defineres, hvilke antagelser det bygger på, og hvilke perspektiver forbliver underbelyste. Analysen viser, at handlingsplanen primært fremstiller problemet som manglende deltagelse i uddannelse og beskæftigelse, og at beskæftigelse positioneres som nøglen til inklusion, selvstændighed og aktivt medborgerskab. Borgere med handicap fremstilles som personer med ressourcer og potentiale, men også som en sårbar gruppe, der kræver støtte og målrettede indsatser for at blive integreret. Samtidig anerkendes strukturelle barrierer, men tyngden ligger på at forberede den enkelte til arbejds- og uddannelsesdeltagelse, hvilket risikerer at skygge for bredere strukturelle forhold og samfundsnormer. For socialt arbejde kan dette skabe spændinger mellem at imødekomme individuelle behov og at arbejde i et system, hvor succes især måles i beskæftigelse, med risiko for at trivsel og social deltagelse nedprioriteres. Specialet peger afslutningsvis på behovet for mere nuancerede forståelser, der i højere grad adresserer strukturelle barrierer og borgeres forskellige erfaringer og behov.
This thesis examines how citizens with disabilities are constructed and represented in the Danish policy action plan “More People with Disabilities in Education and Employment,” and what implications these understandings may have for social work practice. Using a document analysis inspired by Carol Bacchi’s “What’s the Problem Represented to Be?” approach, and drawing on social constructionist and discourse-analytical perspectives alongside a relational understanding of disability, the study analyzes how the problem is defined, the assumptions underpinning it, and what remains underexamined. The analysis finds that the action plan primarily represents the problem as insufficient participation in education and employment and positions employment as the key route to inclusion, independence, and active citizenship. Citizens with disabilities are portrayed as having resources and potential, yet also as a vulnerable group requiring support and targeted measures to be integrated. While the plan acknowledges structural barriers, the dominant focus is on preparing individuals for participation, which risks sidelining broader structural conditions and societal norms. For social work, this may create tensions between addressing individual needs and operating in a system where success is largely measured by employment, potentially subordinating wellbeing and social participation. The thesis concludes by calling for more nuanced understandings that more fully address structural barriers and the diverse experiences and needs of citizens.
