Abstract
This thesis examines whether blockchain technology can be a sustainable option in public administration, focusing on Estonia with implications for Denmark, another highly digitalized country. The aim is to assess the sustainable potential and the conditions for responsible implementation, and to identify what Denmark can learn from Estonia’s experience. The study is based on 8 semi-structured expert interviews conducted online and in writing, analyzed through qualitative content analysis and informed by sustainability frameworks (covering social, environmental, economic, and governance dimensions) alongside an overview of blockchain in governmental contexts. The analysis considers issues such as energy consumption, data security, transparency, and traceability. Findings indicate that blockchain can be a sustainable choice for governments if specific conditions are met; relatively sustainable design options already exist, but outcomes depend on design decisions and context. As the technology continues to evolve, further research is needed to evaluate particular blockchains and their long-term sustainability.
Denne afhandling undersøger, om blockchainteknologi kan være en bæredygtig løsning i offentlig forvaltning, med udgangspunkt i Estland og med perspektiver til Danmark som ligeledes er højt digitaliseret. Formålet er at vurdere de bæredygtige potentialer og betingelser for en ansvarlig implementering og at identificere, hvad Danmark kan lære af Estlands erfaringer. Studien bygger på 8 semistrukturerede ekspertinterviews gennemført online og skriftligt, analyseret ved kvalitativ indholdsanalysen og underbygget af teoretiske rammer om bæredygtighed (herunder sociale, miljømæssige, økonomiske og governance-dimensioner) samt en gennemgang af blockchain i en offentlig kontekst. Analysen adresserer blandt andet energiforbrug, datasikkerhed, transparens og sporbarhed. Resultaterne peger på, at blockchain kan være et bæredygtigt valg for regeringer, hvis bestemte forudsætninger er opfyldt; der findes allerede relativt bæredygtige designvalg, men effekterne afhænger af teknologiske valg og kontekst. Da teknologien stadig er under udvikling, anbefales yderligere forskning i specifikke løsninger og deres langsigtede bæredygtighed.
