Black Start of an Offshore Wind Power Plant through an MMC based ES-STATCOM System

Abstract

Large-scale blackouts are rare but highly disruptive, so the power grid must be restarted quickly to limit their impact. Traditionally, Black Start (restarting the grid without external power) is provided by conventional power plants, while most renewable sources need an energized grid to start. As fossil-fueled plants retire and the system becomes more sustainable, new ways to perform Black Start are needed. This project shows that an offshore wind power plant can carry out a Black Start using an IBESS (Integrated Battery Energy Storage and STATCOM) system—a combined battery and control system that can supply initial power and stabilize voltage and frequency. The IBESS first energizes the wind farm and synchronizes the wind turbines so they operate together. The wind farm can then run as an islanded system, independent of the main grid and ready to support restoration. After that, loads can be added in blocks (stages) while keeping voltage and frequency within tight limits. The project demonstrates that an IBESS together with an offshore wind farm is a viable Black Start unit.

Store strømsvigt (blackouts) er sjældne, men kan lamme samfundet. Derfor skal elnettet genstartes hurtigt for at begrænse følgerne. Normalt udføres en Black Start (genstart af elnettet uden ekstern strøm) af konventionelle kraftværker, mens de fleste vedvarende kilder kræver et allerede spændingssatt net for at kunne starte. Med udfasningen af fossile kraftværker og overgangen til mere bæredygtig energi opstår der behov for nye Black Start-løsninger. I dette projekt vises, at en havvindmøllepark kan gennemføre en Black Start ved hjælp af et IBESS-system (Integrated Battery Energy Storage and STATCOM) – et kombineret batteri- og styresystem, der kan levere startkraft og stabilisere spænding og frekvens. IBESS’et forsyner først havvindmølleparken og synkroniserer vindmøllerne, så de arbejder sammen. Dermed kan parken køre i ø-drift, altså uafhængigt af det overordnede elnet og klar til at hjælpe med genopbygning. Herefter kan forbrug tilsluttes i blokke (etaper), mens spænding og frekvens holdes inden for snævre grænser. Projektet demonstrerer, at kombinationen af IBESS og en havvindmøllepark er egnet som Black Start-enhed.
